Most modern industrialized countries actually consider healthcare a fundamental right already and they haven&#039;t had this problem.  They&#039;ve only had long waiting lists for elective procedures.</description>

Obviously this example is oversimplified and silly, but the point is that medical resources are finite, and the demand for valuable things that are offered for free will always outpace the supply.  Who is the rights violator that gets punished when people don&#039;t get their medical care?</description>
